Letting both players move units

So I've noticed in the very brief time I've been getting to grips with this program, you can only control what you make. Is there a setting to disable this or a way to get around it? It's extremely annoying if the room creator is trying to referee to not be able to act as a referee, and it makes teaching new players tough as well.
